First of all go to Janpath in Cannought place, this is an under ground shopping mall, the likes of which you would not have seen anywhere.
It is home to almost everything from electronics to eatery places, you can find everything here. Go and express interest in an item, whatever price the shop keeper quotes, say that you are willing to pay 50% of it. So if the quote is 100 INR - say that you will buy it for 50 INR. If he is not willing to sell the item, walk away & he will follow you & invariably you will get to buy the item.
After you have perfected the art of Delhi Haggling - go into a shop and repeat the performance, you are more than likely to meet with success.
Note: Do not go into a big shopping mall and try to do this trick, affluent Indian's look down upon this. These tricks will do well in mom and Pop stores only.
